About NEMCSA

Northeast Michigan Community Service Agency, Inc. (NEMCSA) is a private, non-profit Community Action Agency with a mission to provide quality planning, programs, and services to individuals, families, and communities through the best use of human and financial resources. The agency is governed by a 33 member Board of Directors. This Board comes together once a month to discuss, review, and vote on policy and fiscal matters as well as program and service issues. NEMCSA brings together federal and state grant funds as well as dollars from local private and public sources.

These resources are then directed into programs aiding the poor and otherwise disadvantaged throughout the age spectrum, from pre-schoolers to the elderly of northeast Michigan. In addition, the agency provides assistance to local governments and other non-profit agencies in securing funding for a range of projects which benefit communities and individuals within the NEMCSA service area. NEMCSA’s main office is located in Alpena; however, the agency provides services in 22 counties across the state. These counties include: Alcona, Alpena, Arenac, Bay, Cheboygan, Clare, Crawford, Gladwin, Huron, Iosco, Lapeer, Mecosta, Midland, Montmorency, Ogemaw, Osceola, Oscoda, Otsego, Presque Isle, Roscommon, Sanilac, and Tuscola. NEMCSA currently employs 689 staff consisting of full time, part time, temporary and substitute staff. There are a total of 120 job descriptions classified under 14 wage levels. These classification levels are based on duties and responsibilities expected of each job position. In 1968, the first Agency budget was $482,201 which has now grown to over 43 million. This has allowed NEMCSA to operate more than 38 programs within our service area. Examples of these programs include: housing assistance, food assistance, weatherization, free tax preparation, Head Start, School Success, MI Works!, volunteer and aging programs.
